Uses wind to generate electricity. Can be unreliable, but exceptional when you have ample wind. Can generate up to 12W.

Wind Turbine produces 12W of Power, but only when it's windy. If there is no wind, it won't produce anything at all.

It doesn't work underground (below the Surface layer) or when submerged in liquids.

Strategy

Wind levels depend on current weather of the planet. Some planets have windy weathers most of the time (and would be optimal for Wind Turbine), while others are almost devoid of wind. You can use GPS feature of your Tricorder to check all possible weathers (and their probabilities) of the planet you are currently on. The wiki pages about planets (e.g. Sulphuric or Garden) also have a list of weathers that are possible for planets of this type.

If you wire some batteries (such as Basic Battery) to the Wind Turbine, these batteries will be charging when there is wind (assuming Wind Turbine produces more power than is consumed by your machinery). Later, when there is no wind, the charge in these batteries will be used to power the machinery.
