Unlocked by Applied Narcotics (Metaphysics tree).
Drug Diffuser generates small amounts of Research and Madness based on the number of Tenants (only those summoned with Colony Deed Mark II, not with the regular Colony Deed) within the distance of 128 blocks.
It also makes tenants unhappy, reducing the rent they pay to the Colony Core.
You can't have more than 1 Drug Diffuser per city. If there is another Drug Diffuser within 256 blocks, then one of them won't produce anything.
