Improved Colonies (Craftsmanship tree).Hidden Camera Network generates small amounts of Research based on the number of Tenants (only those summoned with Colony Deed Mark II, not with the regular Colony Deed) within the distance of 128 blocks.
It also makes tenants unhappy, reducing the rent they pay to the Colony Core.
You can't have more than 1 Hidden Camera Network per city. If there is another Hidden Camera Network within 256 blocks, then one of them won't produce anything.
