Erchius Converter can be found in underground Precursor biomes (inside the large, well-illuminated rooms). It turns many ship fuels into superior Quantum Fluid. Be aware that there is also a Faulty version that produces Bags of Farts instead of Quantum Fluid.
It doesn't require power, but processing takes some time.
